"japaese language" is not a question, it is not even a proper statement. All postings at meta.osqa.net are required to have clear, specific questions in their title field.

Japanese support has been added to OSQA in revision #1108: http://svn.osqa.net/browse/OSQA/osqa/trunk/locale/ja

Update to a version after it and edit your settings_local.py file:

LANGUAGE_CODE = 'ja'
