How to setup a "welcome" box in the sidebar ?

A box in the sidebar (displayed maybe only for new visitors) just saying: "Welcome, this is a Q&A site about ..." I think this is needed to explain to new visitors what the site is about.

Looks like we lost that somewhere in a commit :-P. There's actually a setting in the admin section for that welcome message, but I guess it's somewhat broken.
