If someone encounters a problems that is not covered by meta OSQA, and just has to communicate with someone knowledgeable about OSQA, is there an email address he can send to? (Except /dev/null :)

Sure there is: support@osqa.net. Just to be clear, however, there's no guarantee that we will be able to help you with your problem, but often we can.

Please consider use other channels before sending to this email, like posting a question on Meta and/or a bug report on Jira.
