Where are OSQA logs kept in the Centos Installation?

I found the answer in the CentOS installation guide.

The logs are in /var/log/httpd/OSQA

This appears to be different per installation.

That one is the apache log and its configurable in the vhost file. The "OSQA specific" its under log/django.osqa.log on the root of you OSQA install.
