One of my users edited his answer, but now wants to strike the edit history. Is this possible?

Nope. That seems like a pretty minor thing to be concerned about.

Not minor if your reputation is on the line for things you say.

If the answer is deleted, who can see it?

If someone's reputation is on the line for the edit history to an answer on a website, then he/she must be managing a very tenuous situation.
