AFAIK, the refugee program allows the refugees to host their sites on DZone's servers. What would be the differences if we immediately acquired a WebFaction hosting plan and use that for our OSQA sites?

I don't understand the question. If you acquire a host ... you pay for the host. You get the OSQA source code for free, and that's it.

If you go to the refugee program, you get the hosting for free. What more is there to it?

In a word, yes! Any of you guys who has found yourselves needing/wanting a new home for your site due to the changes at StackExchange should be doubly interested in being able to exercise complete control over the place you move to. I certainly would! For less than $10 per month, this seems to be a no-brainer decision to me.

You should also think 'bout the traffic your site currently has and might grow to.

A 10$ hosting plan is good for a demo or low-traffic site but it might not be enough when your site grows later : )
