No, the documentation for those is obsolete and will be removed today. Sorry for the confusion. We have completely rewritten the subsystem that handles badges, and scheduling of cron tasks is no longer needed.

No cron jobs are needed at all? Or just for badges?

You do not need cron jobs for badges - they have been completely reworked. I don't think you need any cron jobs at all for OSQA right now, actually.
