I am really impressed with this - it looks just like Stack Overflow and the other Stack Exchange sites! It has the same features, image upload, answer box, tabs at top, etc.

My question is that does this use the same stuff that Stack Exchange was built on? I mean, the profiles even look the same. The developers of this did an amazing job and I'm just wondering how you got it to be like Stack Exchange so much.

No, it's different stuff. OSQA just re-created functionality. StackOverflow is done by .NET and this one is by Django/python
