Hey, is there an easy way to install OSQA on a local PC? I was hoping there is something like xampp that can be used, or maybe even xampp?

Bitnami has native installers for OSQA: http://bitnami.org/stack/osqa

The thing I like about the Bitnami installers is that they give you flexibility. They can be added to a variety of operating systems. They work with amazon machine images. They include all the required apps.
