I did set up the email settings on my locally hosted OSQA instance. The test mail thing worked, and I got an email alright. However, I am not getting actual email notifications

I doubt that you're posting that content from a user account that you're actually expecting to be notified. If so, you are not going to receive any notifications from posts that have been added by you. Try using another user and you'll see that it should work. Otherwise, please check your log/django.osqa.log file.
