How to export / import data?

Previously the question How do you migrate data from one osqa to another was asked and it was answered, but the information seems to be out of date...

Version SVN-1179

I have two OSQA installations and they both have Admin->XML data export, but no Admin->XML data import. Where did import go and why doesn't export do anything?

Can I just use python to call these scripts (import / export)?
