As I see OSQA allows registration without e-mail validation, but later you can verify your e-mail in your profile. I think a special badge "Verified User" or similar will encourage users to verify their e-mails.

This nice feature you've suggested has been included into the OSQA core in revision #1170: http://svn.osqa.net/changelog/OSQA/?cs=1170 Now we award with a badge everybody who validates their emails.

Users who validate their emails also get additional reputation, which is configurable through administration settings reputation gain set: REP_GAIN_BY_EMAIL_VALIDATION.
